Government Structure

The Head of State

Also known as the Emperor, King, Ten'no, and Precedent, is the top official who has almost absolute power, overseeing the S.S.F. in it's entirety. A Ten'no's primary job is to discuss economic matters with the Body of State, including the creation and enforcement of laws with the Ministers of Armed Forced.

The Ten'no holds their power until either death, abdication, or impeachment. When an Ten'no dies or abdicates, they may choose their successor, who then becomes the Ten'no. If a Ten'no is ever impeached, their chosen successor is forfeit and an election takes place over the course of a year. During that time, the older of the two Ministers of Armed Forces take the seat as head, overseeing the protection of the state. There has yet to be an impeachment of a Ten'no.

The Body of State

Also known as Ministers and Secretaries of State, are a group of twelve members who take seats across from the Ten'no, being the rank directly below them. The people who elect a Minister are only those in their field and the Ten'no. In order to be elected as one of the Ministers of Agriculture, one must get enough votes by other members in the field of agriculture, or be awarded the title by the Ten'no.

They are elected officials who oversee the economy, dealing with the production and distribution of resources and labor. The twelve seats belong to two of six categories; Agriculture, Industry, Education, Military, Religion, and Technology. Agriculture The production and distribution of plants, livestock and clones. Organic Materials. Industry The production and distribution of minerals. Non-organic materials. Education The production and distribution of sciences. Military The armed forces. A highly organized force primarily intended for warfare. Law enforcers are considered military persons. Religion The distribution of religion, offering morals and morale. Technology The production and distribution of artificial devices, such as the internet and computers.

The Limbs of State

The leaders of the provinces of the Federation. Governor An elected official who oversees a particular bunker. Courts _ Pro.Guard The Province Guard is branch in the primary branch in the military, focusing on the protection of the province they're assigned to.

The Children of State

Direct children of the politicians are considered a form of nobility, however hold no political power, only acting as a type of ceremonial representation of the government. There are three lines of nobility; Prince, Higher Child, and Lower Child. A Prince/Princess is the direct descendant of the Ten'no. This status holds unless their Ten'no ancestor was impeached, besides this, even if they die or abdicate, their descendants hold the noble title of Prince/Princess. A Higher Child is the direct child of one of the Ministers apart of the Body of State. Their status as a Higher Child is lost once their parent is no longer one of the Ministers apart of the Body of State. A Lower Child is the direct child of either a governor and a judge in the courts apart of the Limbs of State.

The People of State

The everyday people who make up the upper, middle, and lower classes of the population. Holding positions in society outside of politics.

Pre-Creation

While a good portion of pre-war history has been forgotten, it is well known that the U.S. and Shimafuki had a good and close relationship. This relationship was obviously strong enough to allow for the S.M.I.L.E. bunkers to be distributed around both countries, and then connecting them through an underground train system.

With both, the U.S. and Shimafukinese government officials finding refuge in ulterior defense shelters, the people of both nations found new laws, created and enforced by the S.M.I.L.E. employees who helped build the bunkers. This new form of government held strong for nearly ten years before people began to argue against it. Only a short ten years later before rebellions began appearing across the bunkers, however they were usually dealt with pretty quickly.

Even with it's many social issues, the S.M.I.L.E. employees kept most of the control, at least until the 80s, when a handful of political characters began running campaigns across the bunkers in an attempt to create a new government body, some declaring that with 50 years having passed since the war, the outside was clean enough to begin a new life and that they're being held as willing prisoners, others declaring that laws should be heavier reinforced, and others stating the S.M.I.L.E. system to have uncountable flaws. One even tried to make a point that absolute freedom was the way life was meant to be lived, not locked up like pets, being forced to live a particular way, but anarchy comes and goes.

One of these proposed new bodies of government was a mix of the former governments that made up the U.S. and Shimafuki. Offering people an odd sense of nostalgia for something they didn't have, and being lead by a fairly powerful character, with an eaftousia to match his personality, Don Himagi, who was even getting a handful of the higher-ups in the bunkers to back him. Himagi's group, instead of arguing against the laws people had gotten used to, offered more organization and less freedoms in exchange for a better tomorrow that would allow for more options, and therefore more freedoms. Speaking with a charisma never matched, and the eaftousia to manipulate radiation en mass, which acted as a beacon of both hope and fear, hope to reclaim the surface, and fear that if people didn't side with him, he'd expose them to the horrors of what destroyed the world.

Seeing a great deal of agreeance with his ideals, he took no time instating his order, with the first act being the creation of a new council of government, and forming three new branches, which he called the Head, the Body, and the Limbs of the State. The State referring to the new nation that was born by those who survived the war, and had called the bunker's their home. Realizing that many of the bunkers were initially created with a single purpose instead of each being fit to establish it's own colony, he began to renovate the bunkers to restore them to their original intent. Creating several bunkers that would focus entirely on the production and distribution of a single resource, this lead to a boom in agriculture and industrial production, as well as the creation of an actual military, which he proposed would be necessary for the dangers outside of the bunkers.

The third act he would do would be the filling of the Body of State. He began a long trip through the 601 bunkers that were spread across the two former countries looking for particular people. It took almost three years for him to return, finding people that fit the standards he saw to fulfill the positions. He placed them as the 12 Ministers that make up the Body of the State. During his time gone, a couple of new characters, including the S.M.I.L.E. employees had began to cause issues for his organization. This was quickly remedied after he returned to his seat however, with many of his adversaries coming up missing, or completely changing their positions.

Now the early 90s, Himagi asked for a handful of characters to venture outside of the bunker to check on the state of the outside. This group would go on to be known as the Brave Few, who would begin the settlements outside the bunkers. For the remainder of the 90s, Himagi made drastic changes to the hierarchy of the bunkers, eventually even completely ousting the S.M.I.L.E. ways and instead putting in place a minor democracy for people to vote their 'governor'. Reinstating courts and creating a 'province guard' was the final overhauling act of his government, which he called the 'Shin Sekai Federation', with him considering each bunker to be it's own province, or state.

It's during the mid 90s that the second A.I.R., however only lasts for three years before Himagi with the help of a small military unit, now known as the Emperor's Jaws.

While a good bit of his actions thus far were considered more strong handed, and almost forced upon many people, it was during the late 90s and early to mid 100s that this depiction of Himagi changed entirely as he no longer took initiative in changing the bunkers and instead extended his hand, offering to help them if they joined him. It was also during this time that someone had discovered the concept for the Twin Cities, buried in piles of data S.M.I.L.E. had left scattered. After a small time of thought, and the realization of the corruption of power taking hold of him, one of the reasons he began to slow down in his conquest for unity, Himagi began to work focus on the collection of material to create the city.

By the year 112, nearly a hundred bunkers had joined the Shin Sekai Federation, and Himagi, now 55 years old, offered the _. ====Second Head; Ten'no Niyuki "Good Son" Himagi
