Maxwell was a well-renowned military doctor, a general practitioner, but was primarily an orthopedist. After many years serving in the corps, he had come to learn too much that was outside his level of clearance, and thus he was, as far as the records are concerned, disposed of. Unofficially, he was taken underground for testing, in which they worked on Maxwell under the "Lotus Project". As a part of the project, Maxwell's cells were altered with an enhanced biotic material known as "Weimer Cells". Eventually, after the Lotus Project was officially disbanded, Maxwell was moved to the Hilmand Correctional Facility, where tests and experiments on him continued for a period of time, up until the mass-riot event happened, following a massive meteor, using the opportunity to escape.
