Maxwell was a well-renowned military doctor, a general practitioner, but was primarily an orthopedist. After many years serving in the corps, he had come to learn too much that was outside his level of clearance, and thus he was, as far as the records are concerned, disposed of. Unofficially, he was taken underground for testing, in which they worked on Maxwell under the "Lotus Project". As a part of the project, Maxwell's cells were altered with an enhanced biotic material known as "Weimer Cells". Eventually, after the Lotus Project was officially disbanded, Maxwell was moved to the Hilmand Correctional Facility (later renamed the Ashgate Correctional Facility ), where tests and experiments on him continued for a period of time, up until the mass-riot event happened, following a massive meteor, using the opportunity to escape.
History
Born June 6th, 1998 in Abernany City, Maxwell Sebastian Baxter grew up in extreme poverty in a bad neighborhood, where Maxwell himself often had issues socializing with others due to their coarse nature and his, at the time, gentle nature. This continued onward into school, where he was unable to make friends with others, though at the time he didn't think too much of it; while it made him sad, he grew to be somewhat of a loner, not even trying to socialize with others due to his past failures in trying. That carried no major consequences at the time, besides him never having anyone to play with or anything to do with others, instead spending most of his time home, being babysat by his sister while his parents worked.
By middle school, Maxwell's loner nature had taken a darker turn, instead of just being excluded by his peers, he was now being ostracized and mocked more often than not. He was still rather docile, and though this openly bothered Maxwell, he didn't try to do anything about it, as he knew he had no friends to back him, and he couldn't defend himself. Thus, while mocked and messed with, he tried his best to continue on by himself. He began to spend more and more time locked away, from his sister, as he found his only relief to be in books; he dived headfirst into literature, and was found to have an astonishing mind for his age; this discovery, however, led to the jealousy and anger of his peers even further, leading more into Maxwell's isolation. At the time, this worked to his advantage, as he got to spend more and more time in his books.
Soon after entering Junior High, his life changed as his sister came down with a terminal disease; a type of bone cancer. Unable to afford the expensive treatment, the Baxter family were forced to watch helplessly as his sister withered away, causing Maxwell to become insatiably depressed, as he tried to spend as much time around his sister as he could; otherwise, found nose deep in medical journals and textbooks, as he was scrapping for any chance he could at helping her. No matter what he did, however, he couldn't seem to do anything to help anyone, whether his parents, his sister, or especially himself. As his sister began to wither away physically, he began to wither away emotionally, as he became more drained than he ever had been.
As he entered high school, all of his peers, who had previously tormented him verbally and emotionally now began to do so physically, often in the way of being spat on, kicked, hit, slapped, or slammed into objects. Maxwell, so withdrawn by this point, didn't bother trying to fight back, as it all became worse and worse, he had only prayed for the best to happen to his sister now. Just a few weeks after his fifteenth birthday, it all came crashing down, as his sister was pronounced dead. For days at a time, he began to skip school, realizing upon return that no one cared, as without hesitation they quickly began back on their old track. It, however, reached a head one day, when he was confronted in the bathroom of his school, one of his prior bullies had insulted his sister before hitting Maxwell, an act causing Maxwell to be unable to hold back any longer.
Exploding into a concentrated fit of anger that had long been balled up and held in. He screamed and cried as he began fighting like he never had before, attacking his assaulters in a fit of pure, white-hot fury. Sadly for Maxwell, no matter how hard he fought, they were much stronger than him, and definitely more experienced in fighting, no amount of his rage could propel him to victory against the bullies. Time and time again, no matter how much he got up and continued to fight them in that bathroom after that, he got beat back down brutally, again, and again. Eventually, the faculty found this, as both sides were suspended for an equal amount of time. Maxwell, before his term was over, dropped out of school, in an impulsive-fit. However this didn't go over well with his surviving parents, who proceeded to kick Maxwell out of their home.
Now, sleeping on the streets, Maxwell was a homeless teenager, at the age of fifteen. He had no family who loved him, no place to call home, and no friends who cared. He was, truly, alone; though at this point in his life, he was quite used to being alone. He spent time sleeping at local churches, community centers, parks, and overpasses, until he had an opportunity due to lucky timing -- Maxwell was given the chance to take a state-wide aptitude test. As a result of his amazing results, Maxwell managed to earn admission to a nationally recognized institution of post-secondary education, at the age of fifteen. It was here he spent his first four years gaining a degree, and he later went on to go to medical school for another four years, where he decided to specialize in orthopedics, as inspired by his late sister. However, after another three years of residency and internships, he realized that he had insane student debt as a result of his time in medical school.
In order to pay off his debts in a timely manner, as well as gain access to high-level jobs and training, with later added benefits, Maxwell joined the military at the age of twenty four. Though he had some difficulty, he managed to pass through boot camp and extended training, joining first the army infantry corps, and then transferring into the army's medical corps, where he spent another two years doing intense on-the-job training and education, until he was cleared to be an official army field medic, as well as a medical orthopedist and surgeon practitioner. It was during this time that he served with the 12th Medical Corps Division, where he met Private First Class Martin Sanders, Private First Class Emmanuel Clark, Private First Class Terrance Chapman, and Corporal Ella Abbot. Private First Class Baxter, at the time, served two years with all of these men and women.
With the plan to coast along for six more years, when his contracted time was up, he would then honorably discharge and join the civilian work force as a public orthopedist who would see patients who had monetary problems but desperately needed help. Unfortunately, one night, while working late on some patients, Maxwell found himself in the wrong place when he overheard a private conversation between PFC. Clark and CPL. Abbot. The conversation was on the specifics of a human-experimentation project, dubbed the 'Lotus Project'. However the two had discovered Maxwell as he attempted to leave and managed to subdue him along with a handful of other soldiers who held knowledge of the project. Pulling strings with her superiors, CPL. Abbot had Maxwell listed as KIA on file, while others in their team moved him to the high-security on-base laboratory, where he and eleven other candidates were chemically and surgically tortured for nearly a year before the tests officially began.
"Weimer Cells", an enhanced biotic material was introduced to Maxwell's body, which slowly and painfully converted all of his cells into themselves in a specialized process. While most of the subjects died during this phase, due to a specific genetic-combination that Maxwell and a few others held, they managed to survive. For four more years, Maxwell and the others were tested and experimented on, where their powers were discovered, and they were forced to participate in experiments both on themselves and others. Often, Maxwell's targets were POWs and other soldiers who were officially off the record. Though he was resistant at first, over time, he became less and less reluctant, as his sense of guilt and consciousness over causing others harm and even death were methodically and systemically absolved by his captures.
After four long years, due not only to the deaths of the eleven other test subjects, as well as the project runner, the "Lotus Project" was abandoned by the military. Though Maxwell was officially off the records, before he could be formally disposed of, it was requested of the military that they transfer Maxwell over to "Hilmand Correctional Center". Due to the lowered-cost and potential research that could arise from this opportunity, before too long, Maxwell was transferred to the facility. In this facility, Maxwell has survived, for two years, mostly in silence and reluctant, trying not to become too involved in the politics of the prison affiliations and gangs. He is determined to break out by any means necessary, and has been plotting a way out ever since he arrived. Spending most of his time either reading or surveying the prison to the best of his ability, Maxwell plotted his escape.

Through the cells introuced into his body, Maxwell is capable of great physical feats, mixing well with his understanding of the human body, they allow for increased malleability and control over his body systems.
Bone Control
Bones are Maxwell's area of understanding, thus he has developed the ability to control the osteoblasts and osteoclasts in his bones, as well as concentration of calcium and other elements in his bones structure. Able to control the shape, density, and malleability of bones, as well as various other properties, via a combination of aforementioned properties.

After the experiments conducted on him during his time at Hilmand Correctional Facility, Maxwell gained the ability to control and alter various properties of living cells, such as their cellular and chemical structures as well as their physical properties, such as temperature, direction, and actions. Though this applies to all types of biotic cells, he primarily uses this ability on the blood cells on others.

Overflow | This is the exact opposite of Back Up, as this move rapidly increases the blood flow of an organism, to the point where the heart shuts down or even explodes from pressure. |

Pump | Using this move, Maxwell can increase the rate of his metabolism, heart beat, and blood flow. This allows more blood to reach his cells and systems, and thus allowed for temporary boosts in various physical attributes, such as strength, speed, and reaction time. |
Hostile Takeover | Using this move, Maxwell introduces some of his Weimer Cells into a victim's body, which hijack various systems of the target, often specially the immune system. Then, the victim's own antibodies will systematically kill off the rest of the body's tissues and cells. |
Chew | This technique involves the creation of teeth in various tissues and organs of the victim's body, such as, but not including: the heart, mouth, lungs, stomach, intestines, kidneys, appendix, and larynx. This is done via a similar process as his bone control power, but instead of altering osteoclasts and osteoblasts, he creates teeth using the various components of teeth, such as enamel, dentin, and pulp. |
Gaping Lotus | Maxwell extends-out a large variety of defensive bones, extending out his front, back, and sides. Due to all of the bones unleashed in this method, he gains the apperance of a gaping lotus flower; however, movement is very difficult in this phase. |
Alter | Maxwell manipulates the chromosomes, alleles, and genetic code of living organisms in order to alter or distort their physical shape and body functions. This can be used for simple purposes, such as changing certain physical traits and the levels of pigments such as melanin in the subject, as well as more insidious purposes, such as inducing genetic disorders or destroying the genetic code of the victim. |
Canker | Maxwell induces a cancerous-growth inside the target. The details of this growth can vary between very aggressive and rapidly-spreading, to slow-yet-painful growths. |

Buff | Maxwell increases the activity of his own adrenal glands, while also specifically applying extra nourishment and blood flow to his muscles, while simultaneously flushing lactic other from his muscles, thus allowing, for a short period of time, heightened muscular strength and lack of fatigue. He can apply this to his whole body, but he can also apply it to specific muscles of muscle groups. |
Asphyxiation | Maxwell prevents the blood cells of his target from bonding with oxygen, thus preventing the process of respiration from occurring. Though fermentation will temporarily keep the victim oxygenated, they will eventually run out of oxygen and will be knocked out. Maxwell can lift the power, which will allow them to breath while knocked out, or he can keep it on and allow them to die. |
Mood Swing | Maxwell can affect the electrochemical signals of the brain. Using this, he can cause certain moods or emotions in his target, and can increase of decrease the intensity of these moods or emotions. |
Paralyze | Maxwell cuts off connections between the neurological system and the signals of the brains, thus paralyzing certain portions of the body, or the whole body itself. This can either be lifted from Maxwell later, or left as a permanent condition. |
